The Village of Stillwater is governed by the Mayor and a four member Board of Trustees, all of whom are elected for four year staggered terms. The Board is the legislative body of the Village government.

Village Board meetings are held at 6:15 p.m., usually on the third Tuesday of each month. Summer meetings (June, July and August) are held at 6 p.m. All meetings are open to the public and are held in the Town Hall meeting room located at 881 Hudson Ave. All meeting minutes are available for download in PDF format once approved by the village board (see links to the right). Trustee Judith Wood-ZenoMayor Judith Wood-Zeno

Judith Wood-Zeno was elected to a four-year term as Stillwater Village Mayor in November, 2023. Prior to that she had served on the Village Board of Trustees since March, 2017 as a Trustee, and from 2019-2023, as the Deputy Mayor. Now retired, Wood-Zeno had a 30-year career working with people as Senior Director of Account Management for Medco Health Solutions, an American Pharmacy Benefits Management Company which served more than 65 million people before it was ultimately acquired by Express Scripts in 2012.  Wood-Zeno has lived in the village for more than 30 years and has a keen interest in preserving the historical character of the village.  She is a member of the Newland-Wood Fire Department, the Book Club at the Stillwater Public Library, serves as the Village’s volunteer 911 Coordinator and is a member of other Boards within the Town of Stillwater.  She is also a member of the American Legion Auxiliary. Additionally, she is a Sunday School teacher and the Treasurer for Highway Tabernacle Church in Stillwater. She is excited to be Mayor and very proud to serve the community in this role.

Dorothy DeMarco was first elected to the Board of Trustees in 2018. She was re-elected to a new four-year term on Nov. 2, 2021. DeMarco is a lifetime Stillwater resident coming from a long line of Stillwater natives. She retired from Price Chopper in 2007. She is active in her church, making sure that the building is always well kept. She serves on the Board of Highway Tabernacle as a Deacon. DeMarco was motivated to run for the Village Board because of her dedication to the village. The strength and character of the village is very important to her. DeMarco’s focus as Trustee will be on beautification efforts and community outreach within the village.

Patrick F. Nelson is serving his second four-year term as a village Trustee. As a registered U.S. Patent Agent, he also works as a Business Development Associate for the Research Foundation for SUNY. A lifelong resident of Stillwater, he graduated from Stillwater High School in 2008 and later received a Bachelor’s of Science in Biochemistry and Biophysics from Rensselaer Polytechnic Institute in 2012. His professional experience includes tenures as a staff member for both the New York State Assembly and the New York State Senate.

Sheila Nett was elected to a four-year term on the Village Board of Trustees in November 2023. She and her husband, John Nett, have lived in the Village of Stillwater since 1986. After earning a master’s degree in Education from Syracuse University, Nett taught for more than 30 years in both special education and regular education classrooms. During 13 of those 30 years, she held the position of Supervisor/Teacher at Community Christian Academy (CCA) in Mechanicville. Following the closing of CCA, Nett was a substitute teacher in several area schools until retiring in 2017. She has also been active in the community, serving as Chair of the Women’s Association at Stillwater United Church where she organized and coordinated two consecutive CROP WALK for Hunger events. She also chaired the steering committee which lead to the formation of the Friends of the Stillwater Free Library. Sheila and John serve as mentors, teachers, and small group leaders at Grace Fellowship Church in Halfmoon.

Village Trustee James G. Doyle (2024)

James G. Doyle was appointed by the Mayor and Board of Trustees to serve a Trustee vacancy on the Board effective January 1, 2024 for the balance of the official year. The remainder of the term of the Trustee seat will be up for election in November, 2024. Doyle has been an attorney in Saratoga County for the past 25 years with an emphasis on property development. He hopes to continue to entice new business to the Village of Stillwater in his new role as Trustee.
