The Village of Stillwater is governed by the Mayor and a four member Board of Trustees, all of whom are elected for four year staggered terms. The Board is the legislative body of the Village government.

Village Board meetings are held at 6:30 p.m., beginning January, 2022, usually on the third Tuesday of each month. Summer meetings (June, July and August) are held at 6 p.m. All meetings are open to the public and are located in the Village Board meeting room located at 1 School Street. All meeting minutes are available for download in PDF format once approved by the village board (see links to the right). Meeting stories are also listed on the right.

Judy Wood-Shaw was elected the village’s first female Mayor on Nov. 6, 2018. She was re-elected to a new four-year term in November, 2019. Prior to that, she served as Deputy Mayor and began serving her first term on the Board of Trustees in April of 2011. She was re-elected Trustee in March, 2015. She is a member of the Comprehensive Planning Committee, the Emergency Comprehensive Planning Committee, the Grants and Funding Committee, Parks and Recreation Committee, a liaison to the ZBA and a past board member/treasurer for The Stillwater Area Community Center. Wood-Shaw introduced Stillwater Senior Time during her first term as a village Trustee. Also, Wood-Shaw was successful in receiving grant money for The Emergency Management Planning Committee, Stillwater Senior Time and Parks and Recreation. Mayor Wood-Shaw is a lifelong area resident, a graduate of Stillwater Central School and a retiree from Saratoga BOCES with 22 years of service in Special Education. She is proud to serve the needs and wants of the Village of Stillwater residents.

John Basile was re-elected Trustee to fill a one-year term on Nov. 6, 2018 after retiring from the board for a short time. He was re-elected to a new four-year term in November, 2019. He was first elected in 2007 and served two terms as village Trustee and six years as Deputy Mayor. During his eight-plus years in office he has spent much of his time using his technical expertise to help navigate the village through a series of comprehensive water and sewer problems. He is the board’s lead liaison between the Water and Sewer Departments, and Department of Public Works. He helped the village undertake a massive overhaul of its aging sewer system and a shut down of the water treatment plant after PCBs were found infiltrating village drinking water. Trustee Basile is a retiree from Consolidated Edison Company of NY in 2000 where he served in the positions of Chief Mechanical, Fossil Power and Distribution Engineers in NYC. He was Plant Manager of Indian Point Unit 2 Nuclear Station for seven years and Startup Manager of the Calvert Cliffs Nuclear Power Plant in the 1970s. A Lieutenant, USN serving on Destroyers, he is a veteran with one tour to Vietnam in the 1960s. He is an Eagle Scout who earned a Bachelor of Science Degree in Mechanical Engineering from the University of Kansas in 1962. He and his family relocated to the Village of Stillwater from Putnam Valley, New York in 2005.

Judith Wood-Zeno was elected to her first four-year term on the Board of Trustees in March, 2017, as a write-in candidate. She was re-elected to a new four-year term on Nov. 2, 2021. Now retired, Wood-Zeno had a 30-year career working with people as Senior Director of Account Management for Medco Health Solutions, an American Pharmacy Benefits Management Company which served more than 65 million people before it was ultimately acquired by Express Scripts in 2012. Wood-Zeno has lived in the village for 27 years and has a keen interest in preserving the historical character of the village. She is a member of the Stillwater Historical Society, the Newland-Wood Fire Department, and the Book Club at the Stillwater Public Library. She is also a board member and treasurer for Highway Tabernacle Church in Stillwater. She is also the village’s Volunteer 911 Coordinator. In addition to various other tasks, Wood-Zeno has dedicated much of her first two years on the Village Board reviewing village processes and procedures; and if inconsistencies are found, recommending updates to the board. Under Mayor Judy Wood-Shaw, Wood-Zeno will proudly serve as Deputy Mayor for 2019. She humbly, but eagerly looks forward to assisting our new Mayor in representing our village and our residents.

Dorothy DeMarco was first elected to the Board of Trustees in 2018. She was re-elected to a new four-year term on Nov. 2, 2021. DeMarco is a lifetime Stillwater resident coming from a long line of Stillwater natives. She retired from Price Chopper in 2007. She is active in her church, making sure that the building is always well kept. She serves on the Board of Highway Tabernacle as a Deacon. DeMarco was motivated to run for the Village Board because of her dedication to the village. The strength and character of the village is very important to her. DeMarco’s focus as Trustee will be on beautification efforts and community outreach within the village.

Patrick F. Nelson was elected to his first four-year term as village Trustee in November, 2019. Nelson is a lifelong Stillwater resident and a 2008 graduate of Stillwater High School. He earned his Bachelor’s of Science degree in Biochemistry and Biophysics from Rensselaer Polytechnic Institute (RPI) in 2012. Nelson previously served as the Special Projects Coordinator for NYS Assemblymember Phil Steck (D-Colonie) and he currently represents Saratoga County on the New York State Democratic Committee.
